In September of 1974, Ford granted “a full, free and absolute pardon” to former President Nixon, claiming that the disgrace of resignation had been punishment enough. The motive was largely selfish in order to get back to governing without the looming distraction, and this sent a strong message that certain officials are indeed above the law.
