After having several of his New Deal policies struck down as unconstitutional by the Supreme Court, Roosevelt became determined to tip the balance of power in his favor. He constructed a bill which would have allowed him to add six more hand-picked justices to the court immediately. Even his political allies were astonished by this power grab, and the bill was overwhelmingly defeated by the Senate.
