Taft's ratification of the 16th amendment in 1913 had one of the most drastically statist and undemocratic effects of any policy in this country's history. “The Congress shall have the power to lay and collect taxes on incomes, from whatever source derived, without apportionment among the several States, and without regard to any census or enumeration.” More simply put, we'll take what we want from whom we want when we want it.
