The only president to serve two non-consecutive terms, Cleveland created the Interstate Commerce Commission, the nation's very first federal regulatory agency. Commissioned to guarantee that the interstate railroad rates were “reasonable and just,” even the breadth of the agency's name quickly led to a loss of scope and self-promoted the Fed as the one entity that could deliver immediate action regardless of efficiency, merit or constitutional authority.
